We the undersigned do hold and declare that the time has come for a new era in American health care.
For more than fifty years, the American health care system has been seriously undermined by policies that devolve power away from individuals and toward third parties. In the process, health care has become too expensive, too bureaucratic, and too divorced from the needs and preferences of individual Americans. This system has destroyed the necessary trust between the patient and physician that should be at the heart of every medical encounter.
Our health care system must be organized around the needs, values and resources of patients. The best way for these qualities to be known and expressed is through the marketplace, with tens of millions of Americans stating their preferences through countless health care decisions every day. Only through the free flow of information between consumers and medical professionals will innovation continue in both medical care and health care financing.
We are dedicated to placing the American consumer at the center of the health care system, not as a passive recipient of services, but as the ultimate decision maker. Only consumers can choose the right balance of cost and quality that provides the greatest value for themselves and their families. Only they can determine the level of protection they need against the risk of major medical expenses. And only they can decide who they want to represent and advise them when they must make complex and difficult health care decisions.
To make these choices, Americans must have control over the resources available to them. Only then will the United States have a health care system that is responsive to and affordable for all.
We declare our support for a new American health care system that restores freedom, independence, and power to consumers.
